Channels of Communication

Administrative Letters

Administrative letters are issued periodically by the President or the Vice Presidents of the University to inform faculty members of current problems and issues, state and university policies, coming events including special conferences, and personnel procedures. In general, only items of interest to staff members are included in administrative letters.

Publications

The Office of University Relations publishes the Central Courier eight times a year and the Central Bulletin on a weekly basis to serve as media of communication among faculty and staff.

Department Meetings

Periodic meetings are held by the academic departments involving the faculty of the department and the chairperson. Faculty members discuss academic programs, schedules, and all matters relevant to the internal workings of the department.

The department chairpersons communicate on behalf of their faculty to their respective deans who, in turn, report to the Vice President for Academic Affairs.

Department Chairpersons Meetings

Department chairpersons meet periodically with their respective deans. The meetings are directed toward the study and recommendation of methods and procedures for improvement of instructional policy.

Faculty Senate

Communication between faculty and administration is provided by a Senate composed of elected representatives of both the academic departments and the administrative units. Its membership, which includes the President, Vice President, and the Deans, is intended to reflect the entire range of full time professional personnel. Through Senators, members of the staff may bring an agenda item to the Senate for open debate or referral to one of the standing committees of the university.

Meetings are held twice a month and on special occasions as required. All Faculty Senate meetings are open to CCSU faculty members and all faculty members receive copies of Senate minutes.

Within the limits imposed by the Board of Trustees, collective bargaining agreements and its own constitution, the Faculty Senate has power to make legislation on issues in areas such as curriculum, degree requirements, scholastic standards, academic freedom, admission policies, student behavior, etc. It acts in an advisory capacity in administrative affairs such as budget and planning. It is the sole legislative body representing the faculty and all standing faculty committees report to it.

As the need arises special standing or ad hoc committees of the Senate are created to investigate and recommend policies. The membership of these committees is frequently drawn from the faculty as a whole, rather than from the Senate itself.

The Senate constitution and by-laws are currently (as of January, 1995) in the process of being updated. When they are available, copies will be sent to recipients of this Handbook for inclusion as Appendix B.

Individual Communications

The lines of communication for the individual faculty member begin within the department. The department chairperson should be consulted first concerning any issue involving personal plans as they involve the university.

The chairperson may then refer the individual to the Dean, the Vice Presidents, the Dean of Personnel Administration, or other officers of the University as appropriate.
