Announcements for 2/13/12

The Board of Regents (BOR) Proposed Transfer Policy affects all 17 colleges and universities to varying degrees. The BOR Faculty Advisory Committee (FAC) is circulating the proposal and soliciting constructive comments and suggestions. While this is currently a working document, the BOR plans to make a decision on this policy on March 15, and a public hearing will be held on March 9 to hear comments.  The FAC will meet on March 2 to review faculty responses to the proposal.  Therefore, please provide specific feedback by February 24 regarding content and implementation of the proposal, identifying whether it is workable or not, and, if not, what alternatives you suggest. Description of FAC to the BOR

The senate is required to elect one member of the teaching faculty member as a member of the Faculty Advisory Committee (FAC) to the Board of Regents (BOR) for a term from January 2012 through December 2013.  

Each of the 4 CSUs will elect one teaching faculty representative; one of the 4 will be designated each year as an alternate.

  • The representative from WCSU shall be the alternate for 2012
  • The representative from CCSU shall be the alternate for 2013
  • The representative from ECSU shall be the alternate for 2014
  • The representative from SCSU shall be the alternate for 2015
  • and so on in this order.  

Requirements:

The representative must be a full-time member of the teaching faculty (AAUP) with tenure.

The representative will provide regular communication with the Faculty Senate on all items coming before the FAC.

The most pertinent passage is as follows (other passages of the legislation—preceding and following this passage—concern the BOR; members of the FAC may want to review those passages):

Sec. 214. (NEW) (Effective July 1, 2011) (a) There shall be a faculty advisory committee to the Board of Regents for Higher Education to assist the board in performing its statutory functions. The committee shall consist of the following members: Three faculty members from the Connecticut State University System, three faculty members from the regional community-technical college system and one faculty member from Charter Oak State College. Such members shall serve a term of two years. If the membership of any such faculty member terminates, the constituent unit that elected such member shall, not later than thirty days after the membership terminates and in such manner as the council determines, elect a faculty member who shall serve for the remainder of the term. (b) The members of the committee and alternates for such members shall be elected pursuant to a system-wide election by the faculty senates representing each of the constituent units they are to represent. The alternate members of the committee may serve in the absence of the regularly elected member. (c) The committee shall, on a rotating basis among its members, elect its own chairperson and vice-chairperson, one of whom shall be a member from the Connecticut State University System and the other of whom shall be a member of the regional community-technical colleges and such other officers as it deems necessary, to serve for a term of two years. The committee shall be deemed to be a public agency within the scope of the Freedom of Information Act, as defined in section 1-200 of the general statutes, and shall keep such records as may be appropriate. (d) The committee, established pursuant to subsection (a) of this section, shall meet at least biannually with the Board of Regents for Higher Education. Agendas shall be prepared for such meetings and shall be distributed by the board prior thereto and shall consist of matters recommended for inclusion by the chairman of the Board of Regents for Higher Education and the committee. Such meetings shall be chaired by the chairperson of the Board of Regents for Higher Education and the committee members shall have the right to participate in all discussions and deliberations, but shall not have the right to vote at such meetings. (e) Beginning on January 1, 2012, and annually thereafter, the faculty advisory committee shall report to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and appropriations, in accordance with the provisions of section 11-4a of the general statutes, regarding the performance of its statutory functions and its biannual meetings with the Board of Regents for Higher Education.
